  • Eastern Lantau Metropolis (ELM)

    Bridge Hong Kong Island and Lantau and create a new metro-front by developing a metropolis with a CBD mainly through reclamation in the ecologically less sensitive waters near Kau Yi Chau and the Hei Ling Chau Typhoon Shelter; and making better use of the under-utilised land in Mui Wo

East Lantau Metropolis

Development Area: ~1,000 ha
Population: ~400k-700k
Employment: ~ 200k

    • Capitalise on the overall westward shift of the regional development

    • Create a new platform to leverage development potential spurred by the new and improved transport connections to the Pearl River Delta east and west
  • New Territories North (NTN)

    A new generation new town at Heung Yuen Wai/Ping Che/Ta Kwu Ling/Hung Lung Hang/Queen’s Hill and two potential development areas at San Tin/Lok Ma Chau and Man Kam To

An integrated community of new industrial productions (possible Science Park/ Industrial Estate) and urban living with residential and community facilities in support of new anchor uses related to knowledge and technology

San Tin/ Lok Ma Chau Development Node

A balanced community with cross-boundary commercial/ retail facilities close to the Lok Ma Chau Boundary Control Point (BCP)

Man Kam To Logistics Corridor

An agri-logistics consolidation and certification area for food before distribution and other modern logistics to capitalise on its proximity to the Man Kam To BCP

    • Capitalise on the existing high technology and knowledge-based industries and tertiary institutions

    • Strengthen the corridor by additional knowledge and technology developments proposed in Tsueng Kwan O, Kwu Tung North, Lok Ma Chau Loop, Ma Liu Shui and near the future Liantang/ Heung Yuen Wai Boundary Control Point
Eastern Knowledge and Technology Corridor
  • Northern Economic Belt

    • Comprise six boundary crossings and an additional one under construction, as well as NTN development.

    • Suitable for warehousing, research & development, modern logistics and other emerging industries to create new employment centres in the northern New Territories
Northern Economic Belt

Supporting Transport Network

  • Proposed Northwest New Territories (NWNT) – Lantau-Metro Transport Corridor connects ELM internally, and Hong Kong Island West, Kowloon West, North Lantau, and further with Northwest New Territories with railways and/or highways

  • Proposed North-South  Transport Corridor connects northeast New Territories  with Kowloon. Northern Link would serve the NTN development in the west. New railway scheme and improvement of north-south road linkage would be required depending on the scale of NTN development
